'Advancing EU-India Technology Cooperation' white paper explores how India and the EU can deepen strategic cooperation across five critical technology domains: Digital Public Infrastructure, AI and Compute, Semiconductors, Telecom and 6G, and Cybersecurity. Against the backdrop of growing momentum from the EU-India Trade and Technology Council (TTC) and the Global Technology Summit (GTS), it outlines actionable policy pathways to translate shared ambitions into productive partnerships. Grounded in existing initiatives and collaboration agreements, the paper identifies practical mechanisms to align complementary strengths and advance mutual priorities in the evolving global tech landscape.

Amid massive shifts in global supply chains, technological competition, and rising geopolitical uncertainty, India and the European Union are uniquely positioned to forge a deeper, values-based technology partnership. Both regions face urgent imperatives:  the EU is working to reduce technological dependencies, close the innovation gap with the US and China, and reclaim its digital future through coordinated, values-driven innovation. India, undergoing rapid economic and digital transformation, is pursuing self-reliance and technological sovereignty to boost resilience and become a global manufacturing and innovation hub.

These strategic goals are aligned. Both partners share a desire to de-risk from overdependence on China, diversify critical supply chains, and collaborate with trusted, like-minded nations. India’s emergence as a key player in the Indo-Pacific further enhances its role as a vital partner for the EU’s digital ambitions.

Established in 2022, the EU-India Trade and Technology Council (TTC) has become a central platform to advance this shared vision. Its second meeting in February 2025 reaffirmed both sides’ commitment to secure, sustainable, and democratic technological development. Complementing the TTC are other growing initiatives, such as the Global Technology Summit (GTS), and bilateral cooperation with EU member states like France, Germany, and Italy.

This white paper explores how the EU and India can translate this momentum into concrete cooperation across five key areas: Digital Public Infrastructure (DPI), Artificial Intelligence and Compute, Semiconductors, Telecom and 6G, and Cybersecurity. It maps existing initiatives in both regions across these areas and proposes strategic pathways to deepen collaboration, leveraging complementary strengths in innovation, manufacturing, and research.

As the global technology landscape becomes increasingly fragmented, a strong India-EU partnership can help shape a more secure, inclusive, and rules-based digital future.
